FY 2024 CoCBuilds NOFO Announcement

Due to interest expressed in the community, Erie County Department of Human Services, as the Collaborative Applicant (lead agency) for the Erie City and County Continuum of Care (CoC) will be requesting letters of interest from eligible applicants interested in seeking funding. The purposes of this funding is to provide new units of permanent supportive housing through new construction, acquisition and rehabilitation.

NOFO Summarization:

  • The NOFO is very competitive A total of $175,000,000 is available under this NOFO. Of this amount, $65,000,000 is available only for CoCs that are located in states with populations of fewer than 2.5 million people. HUD expects to make approximately 25 awards from the funds available under this NOFO.

  • Project applications must request a minimum of 1 million dollars and a maximum of 5 million dollars.

  • Eligible applicants include non-profits, units of government, and housing authorities.

  • Each CoC may submit only one application for the construction, acquisition and rehabilitation of new units of permanent supportive housing

  • While only one application may be submitted, HUD encourages eligible applicants (recipients) to collaborate and partner with other providers (sub-recipients) including but not limited to permanent supportive housing providers. The recipient whose application is chosen will also manage and administer the project.

  • HUD encourages applicants that can leverage funds for construction, acquisition and rehabilitation from other funders.

  • HUD encourages applicants that can leverage funds/services for healthcare for permanent supportive housing individuals/households.

  • All projects require a minimum of 25% match.

  • While the County (lead applicant) is required by HUD to submit the application on behalf of the applicant, the County does not manage/administer the project. The recipient if awarded by HUD will be responsible for managing the project and adhering to all HUD requirements of the funding.

  • Applications will be scored and ranked by the CoC. The CoC will also decide which application the County will submit to HUD. If only one application is submitted, it will still be scored, and if it meets HUD and CoC thresholds the County will submit the application to HUD. The CoC will score the application according to how HUD is scoring the applications (see HUD scoring attachment).

  • HUD and CoC thresholds:

  1. All projects must follow Housing First Policies.

  2. All projects must agree to use Coordinated Entry for referrals.

  3. All projects must agree to enter into our Housing Management Information System (HMIS).

Applicants must completely fill out the attached letter of intent and submit to Peter Burke at pburke@eriecountypa.gov by 4 pm on Monday, September 30, 2024.

2024 Continuum of Care Competition NOFO Announcement

HUD has released the Notice of Funding Opportunity (NOFO) for the 2024 and 2025 CoC competition. A major change for the NOFO is that the funding is for a 2 year period.  The deadline to submit CoC Consolidated applications and project applications for FY 2024 funds is 8:00 PM EDT on October 30, 2024. Another deadline for Applicants with CoC projects that wish to reallocate eligible renewal projects and create new projects in the FY 2025 funding process must also submit those applications for reallocation by the application submission deadline of 8:00 PM EDT on August 29, 2025. The amount of funding for Tier 1 is set at 90% of the Annual Renewal Demand (ARD). Tier 1 is funding that is traditionally non-competitive. The remaining 10% of the ARD is placed in Tier 2 which is competitive funding. The estimated ARD for the Erie City and County Continuum of Care is $2,748,715. Tier 1 funding is set at 2,473,844. All projects will be ranked and rated by the Erie Continuum of Care Ranking and Scoring sub-committee.
